‘Under the Criminal Justice and Public Order Act of 1994, the definition of music played at a rave was given as "music includes sounds wholly or predominantly characterised by the emission of a succession of repetitive beats". Sections 63, 64 & 65 of the Act targeted electronic dance music played at raves.’

It’s difficult not to view the sections of the act that dealt with raves as a demonstration of how fearful the government were at the sight of thousands of young, often working class people organising themselves through self-made, covert networks and gathering together, often on the land of the Conservative gentry…

Around the same time we designed the artwork for Autechre’s Anti EP (AeP — Agitate. Educate. Protest) which informed listeners ‘Flutter’ has been programmed in such a way that no bars contain identical beats and can therefore be played at both forty five and thirty three revolutions under the proposed new law. However we advise DJs to have a lawyer and musicologist present at all times to confirm the non repetitive nature of the music in the event of police harrassment.
